Air Quality Planning

Transportation Conformity ensures that transportation plans, programs, and projects do not produce new air quality violations, worsen existing violations, or delay timely attainment of the National Ambient Air Quality Standards (NAAQS).

Clean Air Act section 176(c) is the statutory authority for transportation conformity (42 U.S.C. 7506(c)). Regulations governing transportation conformity are found in Title 40 of the Code of Federal Regulations (40 CFR Parts 51 and 93).

Under the Transportation Conformity Rule, Transportation Control Measures (TCM's) are strategies that (1) are specifically identified and committed to in State Implementation Plans (SIPs); and (2) are either listed in Section 108 of the Clean Air Act (CAA), or will reduce transportation-related emissions by reducing vehicle use or improving traffic flow.
