Blue Skies is a voluntary dust control training program to familiarize construction personnel with common dust control problems and solutions. The materials provided are for informational purposes and can be modified and expanded based on the users needs. It is recommended that users obtain additional rule and permit requirements from the local agencies responsible for enforcement of dust control rules.

The format of the training program includes sufficient information to plan and manage dust control on construction projects.  A example of talking points for Training Class should include at minimum the following topic sections:
